Well PVE elite only sounds good, but running skill are useless for that
I had an idea for a mesmer pve elite, something in the likes of AoE shutdown, like all target allies are interrupted and receive 50 damage if target was interrupted, if all target allies were interrupted this skill recharges instantly.
So basicly it would have something of a 15 or 25 second recharge, the chance of interrupting everything at once is pretty rare, as most melee attackers start using skills when they get to you, even though some do use a skill before attacking you.

I really hope mesmers get some sort of good PvE skill, after the paragons and sins got their wish to be more PvE capable...running skills are pretty stupid if not tied to profession imo...

Inertia
E:15, C:0, R:25
Elite stance. For 10..32 seconds you move 33% faster and are immune to slow-down effects. When Inertia ends, you are knocked down. This skill ends prematurely if you are not moving. If this skill ends prematurely, it is disabled for 120 seconds.

[Requires warrior profession]
That way if you hesitate and stop when you see an enemy crowd, you'll lose the effect. And will have to wait, XD.
Since you become immune to slow downs, you could use Dolyak signet along with this.
